PROBLEMS WITH ROLLOUT THE TASKFORCE HAS IDENTIFIED
As S8HR VoLTE Roaming is home routed with the Visited Network being service unaware, Legal Intercept does not work as it does today with a voice call on a 2G or a 3G network. Different regulatory authorities in different countries have varied requirements and expectations from mobile operators within their jurisdiction.
The aim of the taskforce is to find simple cost effective solutions that can be used across the globe so that mobile operators can meet their Legal Intercept obligations.
As the Visited Network is service unaware, it is not always possible to route an Emergency call appropriately under S8HR VoLTE roaming, especially if the Visited Country supports multiple emergency numbers. Also handset behaviour is not consistent. The group will endeavour to recommend a way forward to make emergency calls seamless and also liaise with handset manufactures to ensure compliance.
As VoLTE launches have been few and far between, we expect a sudden surge in testing requests especially as more networks announce their decommissioning plans.
The group will work to look at easy and simple ways to conduct VoLTE tests.
Many networks are also having to ship handsets across to their roaming partners for testing. The group with endeavour to find a methodology whereby this is not required.
The group believes that one of the reasons, VoLTE Roaming hasn’t really taken off is due to most networks not realising the impact of decommissioning. The group will look to create materials that can help roaming managers to help prioritise VoLTE Roaming.
The group has recognised that all handsets don’t behave exactly how you would expect them to. In case of Emergency calling and testing, handsets have shown differing behaviours. The group will raise these issues with various handset vendors to drive consistency.
LACK OF AWARENESS
The group will encourage mobile operators across the globe to share their decommissioning plans and then distribute this data across the roaming industry to raise awareness and also help prioritise VoLTE Roaming.
The group will work with Standards bodies to ensure any new process or solutions are captured by Standards so that they are available to all industry.
NON VOLTE SUPPORT
There are many networks who are not VoLTE compliant in their domestic markets and hence unable to launch VoLTE Roaming. The group will endeavour to find solutions that can help these networks to launch voice roaming on 4G networks.
